Overview

  • The Bihar Skill Development Mission (BSDM) has launched a unique skill training programme by the name of "Kushal Yuva Program" which would enhance the employability skills of all aspirants in the age group of 15-28 years (Age limit for SC/ST, OBC & People with Disabilities is as follows: SC/ST - 33 years, OBC - 31 years, PwD - 33 years), who have passed at least 10th Class irrespective of their having attained higher education or their currently pursuing higher education. 
  • Soft Skills training would comprise of Life skills, Communications Skills (English & Hindi) and Basic computer literacy which in turn would enhance their employability and act as a value add to the various domain-specific training endeavours currently being implemented in Bihar.
  • As of 8th July 2017, the total admissions have crossed 1,12,000 and the number of the approved centers have crossed 1100. We started this journey with 48 centers and 1978 learners on 16th December 2016. Currently, approved centers cover 494 out of 534 blocks across all the 38 districts of Bihar. Our target is to cover each and every block of Bihar. The new empanelment process is open for 284 blocks only which currently have less than the required number of centers.

Crucial instructions to not ignore

  • Applicant Organization (AO) should read all instructions and process details before the application process.

  • BSDM reserves the right of granting and/or rejecting authorization to any applicant/s, without assigning any reason/s whatsoever to anyone.

  • Authorization as SDC for KYP shall be given subject to completion of all the prescribed procedural formalities and submission of all the requisite documents.

  • At the time of application, the AO has to deposit INR 500 per centre as processing fee, INR 3000 per centre as centre registration fee and INR 1000 as course affiliation fee for Kushal Yuva Programme.

  • BSDM shall not be liable to refund the processing fee, annual centre registration fee and course affiliation fee even if the application for registration gets rejected or the applicant withdraws the application, at any stage after payment.

  • BSDM shall not be liable to refund the annual registration fee and course affiliation fee once the centre is authorized as SDC and the centre code is generated if the applicant wants to withdraw the application subsequently or is de-empaneled by the BSDM by following the due process.

Registration Fee Structure

Applicant Organization (AO) has to submit the following fees through online mode to BSDM while applying for Center Registration:

  • At the time of filing the initial application, the AO has to pay a centre registration fee of INR 3000 per centre, INR 1000 as course affiliation fee of KYP and a non-refundable processing fee of INR 500 only.

  • The centre registration will be renewed every year (first renewal due on 1st April 2019) by paying INR 1500 per centre only.

  • The initial registration for centres shall be valid from the date of center code generation up to 31st March 2019. Thereafter it shall be only up to the end of the financial year in which the centre is registered.

  • The course affiliation will be renewed after taking INR 1000 every year subject to the first renewal being due on 1st April 2019.

  • BSDM shall not be liable to refund the processing fee, annual centre registration fee and course affiliation fee even if the application for registration gets rejected or the applicant withdraws the application, at any stage after payment.

What is the fee of the Bihar Kushal Yuva Program Yojana?

Bihar Kushal Yuva Program is a very big scheme under which many youths of Bihar are going to apply. However, the applications of all of them are necessary and so that no one should apply for this scheme, the Bihar government has kept a refundable fee of Rs. 1,000 for this scheme. This fee will be returned to the youth who become part of the scheme, after completing the course. To do this, the Bihar government has also asked for the account number of the applicants under the scheme.

Different Payment Process to understand

The requisite fee is to be transferred to BSDM by any of the following two modes by AO.

Net Banking

  • If the AO is willing to pay the above-mentioned fees to BSDM through their Bank, then AO should choose the Net Banking option.
  • AO will require Net Banking Login Id and Password of ICICI Bank or any other bank to do the EPI transaction.

Debit Card and Credit Card

This is a purely online method of payment.

Who can benefit from Bihar Kushal Yuva Program?

  • To take advantage of this scheme, it is very important for the applicant to be from Bihar.
  • The benefit of this scheme can be availed by only those applicants who are at least 10th or 12th pass.

Age Limit for Bihar Kushal Yuva Program

  • The age limit for the general category has been kept from 15 to 25 years.
  • The age limit for the SC/ST category has been kept 15 to 30 years.
  • This limit has been kept for OBC from 15 to 28 years.
  • Under this scheme, especially for people with disabilities, the age has been kept 15 to 30 years for them.

It was observed that the youth of Bihar though qualified, lacked the basic soft and Information Technology (IT) skills which are a pre-requisite for any job in today's world. Owing to this reason, the youth found it difficult to find the right jobs that match their qualification and aptitude.

In the above context, Bihar Skill Development Mission (BSDM) conceptualized and launched the Kushal Yuva Programme (KYP), a unique skill training programme to enhance the employability of the youth of Bihar which would add further value to the various domain-specific training endeavors of the State.

Intervention

  • The KYP in its initial phase targets the youth in the age group of 15 to 25 years who are at least 10th pass. The course curriculum is covered in 240 hours and includes three components, specifically designed to enhance employability viz. Soft Skills for 40 hours, Communication Skills for 80 hours and Basic computer literacy for 120 hours.
  • The mode of delivery is completed through an 'E-Learning' platform named "E-learning Revolution for All (ERA)', which features self-paced learning, interactive sessions, practical learning, and corrective mechanisms, continuous and final evaluation. The 240 hours are equally divided into 120 sessions covering 20 sessions for soft skills, 40 sessions for communication skills and 60 sessions of basic computer literacy. The mode of learning is sequential and integrated into an online assessment and certification process ensures that a candidate receives session-wise certificates after successfully completing each session and a final certificate on successfully clearing the final assessment.
  • To ensure that the benefits reach the doorstep of each and every needy youth, BSDM has constructed 534 Block Skill Development Centres (BSDCs) at each of the 534 blocks across 38 districts of the state. To run these BSDCs, BSDM has successfully empaneled reputed Training organisations through a Request for Proposal (RFP) mode. Apart from BSDCs, BSDM has also registered private skilling centres with adequate space for running the KYP programme. An online registration process ensures uniformity and robustness across the centres.
  • Under this scheme, the standard of two classes has been kept, tenth and twelfth. According to these two classes, the applicant will have to apply separately.

Monitoring the programme

BSDM follows a multi-pronged approach to monitoring the KYP programme:

  • A team of District Skill Managers have been deployed at each district for periodic visits to monitor the progress of each centre.

  • The District Administration has also been entrusted with the task of monitoring the training conducted on a periodic basis.

  • A real-time Bio-metric Attendance system has been put in place to capture the daily 'in' and 'out' timings of enrolled candidates.

Finally, the most robust mechanism used for monitoring is the use of individual learning reports backed by time-stamped snapshots captured by the Web cameras installed in each Laptop/PC in the training center. BSDM can, at any time, access the student-wise learning reports along with the time-stamped photographs through a centralized login. Not only photographs, but BSDM also has access to short videos (termed as e-process folios) prepared by the candidates themselves performing certain assignments while undergoing the training programme.

Eligibility criteria of the scheme

Residents of the state – The Bihar state government has designed and developed the program for the betterment of youth staying within the borders of the state. Thus, only those candidates will be allowed to apply who are legal residents of Bihar.

Age-related criteria – It has been mentioned in the draft of the scheme that only the candidates who are either or more than 15 years can apply for the training. The upper limit of the age is 25 years.

Academic criteria – The candidates who have either completed the 10th or 12th standard will only be allowed to register for getting the skill development coaching from the state government.

Candidates getting self-help allowance – Candidates getting self-help grants for youth and who belong to the age group of 20 to 25 years of age will not only have to take part in the training but also need to complete it.

  • As soon as you complete the KYP course, then some company from the government comes to the center and from there gives some boys and girls somewhere through campus selection.
