Overview
The Mukhyamantri Parivahan Yojana was launched by the Bihar Chief Minister Shri Nitish Kumar in 2014. The main aim of the Bihar Government was to provide financial support to the backward people of their state to start their employment. Under this scheme, the Bihar government will provide a 50% subsidy to the backwards people of Bihar for purchasing vehicles. This facility has been made to include unemployed people belonging to ST, SC, and two very backward classes for each Panchayat. Under this scheme, new passenger vehicles will be provided to the rural people, and the Government will subsidize only the beneficiaries for 3 and 4 wheel vehicles.
Objectives
It is known to all of us that people living in the village always suffer from travelling, the reason may be for their business or urgency to visit the doctor for any mishappening of any family member. But they do not have enough financial strength to buy vehicles for themselves. Keeping an eye on this problem, the Bihar Government has started an initiative to help such rural peoples to purchase cars for themselves by providing subsidies.
The chief objectives of the Mukhyamantri Parivahan Yojana are as follows:-
- To provide the rural people, a fully integrated pro-active transport system.
- Help unemployed people to find jobs.
- Financial assistance is provided to the beneficiaries in the form of a subsidy for purchasing new vehicles ranging from 3 to 4 wheels.
- The eligible beneficiaries are provided with a subsidy of up to Rs.1 lakh or 50% on purchasing a vehicle for themselves.
- The State Government has a target of assisting about 8405 Gram Panchayats, under this scheme.
- From each Gram Panchayats, three youths are being selected from each gram panchayat and two from too backward class, i.e. five children from each gram panchayat in total.
- Connectivity between the Gram Panchayat and the Block Headquarters will also get better.

Benefits
The following are the benefits of Mukhyamantri Parivahan Yojana:-
- The State Government will provide a 50% subsidy on the purchase of 3 wheelers and four-wheelers.
- The State Government will provide financial assistance to the poor and needy peoples living in villages.
- The target is to assist about 8,405-gram panchayats. The Government is providing benefits to 5 youths, i.e. 42,025 such youths from each Gram Panchayats in the state of Bihar.
- A maximum subsidy of Rs 1 lakhs will be provided.
- The rural poor people can buy their desired new vehicles through this scheme.
- The people who are unemployed due to not getting any opportunity or financial assistance will also benefit under this scheme.
- Under this scheme, the subsidy will be given to Scheduled Castes, Scheduled Tribes, two very backward classes beneficiaries for the purchase of vehicles.
Eligibility Criteria
The candidates aspiring to get benefits from Mukhyamantri Parivahan Yojana should fulfil the following eligibility criteria:-
- The aspiring candidate must be 21 years of age. Those younger than this age will not get this benefit.
- The candidate must be a resident of Gram Panchayat of Bihar within the boundary of the state.
- From each Gram Panchayat, five qualified aspirants will be selected.
- The candidate should not be a Government employee.
- The candidate should not have any commercial vehicle in advance.
- The candidate should possess his/her educational qualification.
- If any person has taken any loan from the bank for purchasing a vehicle earlier, then they will not fall under the criteria of the scheme.
Guidelines
Under this scheme, when a person buys a vehicle from the amount given in this scheme, he will not be able to sell it for ten years. And if any person goes against this rule, then the amount given to them will be considered as a loan by the Revenue Department and will be charged in the same way as the loan amount is recovered.
