Overview

The Delhi Mukhyamantri Teerth Yatra Yojana is one of the schemes of the Delhi Government for the elderly. The government has always started many programmes to provide all kinds of facilities for the elderly so that they do not have to depend on anyone in their old age. Visiting pilgrimage places in our country is considered very auspicious. In such a situation, many such poor senior citizens are unable to go to such sites due to economic scarcity. The Delhi government has planned to offer free pilgrimage to those elders of the state who are unable to go to the pilgrimage places due to financial constraints. With this, they can visit the shrine without any trouble. 

The AAP (Aam Aadmi Party) along with the Indian Railways launched Mukhyamantri Tirth Yatra Yojana Delhi to provide a free pilgrim package to 1100 senior citizens from each Assembly Constituency every year to travel to 5 religious circuits outside the state. The estimated cost of this package per person is around Rs.7000 which will be fully borne by the Government and the duration of the pilgrimage will be of three days and two nights. It is planned that approximately 77,000 pilgrims will be benefited by this facility every year. 

Plan of action

  • The scheme is available to 1100 senior citizens from all Delhi Assembly constituencies.
  • Every year 77,000 pilgrims will be benefited under this scheme.

Features 

Selection of beneficiaries

There are 70 assembly constituencies in Delhi, and Mukhyamantri Teerth Yatra Yojana will benefit 1,100 senior citizens from every assembly constituency.

Period of travel

Senior citizens availing this scheme will be shown darshan of selected pilgrimage centres in 3 days and two nights.

Free travel

Under this scheme, citizens going to visit the pilgrimage will not have to pay any kind during the journey. It is entirely free. The Delhi government will make the payment for this.

Insurance cover

All selected candidates will also get insurance of Rs 1 lakh under this scheme.

Facilities provided

AC buses will be used to provide all kinds of facilities to senior citizens, and there is a provision for free meals.

First batch

Soon, the first group visit will be started, and about 1000 selected senior citizens will be included in it.

The number of beneficiaries

To make the implementation process more effective, the government will provide benefits to more than 77,000 senior citizens every year, which will be selected by lucky draw.

Additional candidates

For the assistance of senior citizens, any person of their family who is more than 18 years of age can take advantage of this scheme. That member will also be kept free from the expenses incurred in the pilgrimage, and the Delhi government will bear all costs.

Selection of pilgrimage

Out of the five different pilgrimages selected in this scheme, the candidate can choose any one of the yatras, and can get information about it from the online web portal services of Delhi government.

Benefits

  • At a time, 1100 pilgrims will be benefited under this scheme.
  • The selected applicants are allowed to be escorted by an attendant above 21 years of age, whose expenditure will also be borne by the Delhi Government.
  • A non-paramedic and a government doctor are provided to take care of the senior citizens during the journey. 
  • The selected applicants will be travelling through the A/C buses through coach tours of DTTDC, boarding, lodging and food along with pilgrimage will be paid for by the Government.
  • Candidates selected for the free pilgrimage will be covered with an insurance of Rs 2 lakh each.
  • The duration of the pilgrimage will be three nights and two days.

  • Delhi-Mathura-Vrindavan-Agra-Fatehpur Sikri-Delhi
  • Delhi-Haridwar-Rishikesh-Neelkanth-Delhi
  • Delhi-Ajmer-Pushkar-Delhi
  • Delhi-Amritsar-Wagah Border-Anandpur Sahib-Delhi
  • Delhi-Vaishno Devi-Jammu-Delhi    

Guidelines

  • The candidates are not allowed to carry any inflammable material, any fascinating jewellery or liquor.
  • In case, the applicants are unable to join the pilgrimage, he/she has to inform this thing to the concerned authority and provide intimation 7 days before the travel date. Otherwise, he/she will not be eligible to apply for this scheme any more.
  • The applicants are fully responsible for their belongings and shall not blame any authority for any accidents during the journey.
  • The applicants are required to behave in a civilised manner as per the guidelines of the Tirth yatra.
  • The applicants are required to listen and follow the orders of their in charge.

Eligibility Criteria 

Residential criteria

To be eligible in this scheme, the Delhi government has selected only those beneficiaries who are senior citizens and also born in Delhi.

Age criteria

Since this scheme is for senior citizens, it is necessary to be 60 years or older.

The ratio of income

Delhi government has mentioned in the draft of this scheme that the annual income of the beneficiary belonging to the family of which the recipient of this scheme should be less than 3 lakh rupees.

Citizens with government jobs

It has been made mandatory by the Delhi government that those people, who were previously an employee in government jobs, will not get the opportunity to avail this scheme.

Documents Required

Residential certificate

Since this scheme is for senior citizens living in Delhi, therefore they have to provide proof that they are residents of Delhi.

Aadhaar Card

For the last few years, Aadhaar Card has become one of the most important documents for identification. Therefore, the candidates have to submit a copy of it along with the form.

Ration Card

To avail this scheme, citizens are also required to give a copy of their ration card.

Photograph

A photo of the applicant will also be put in the form to be filled under the scheme. Therefore, they will also need pictures.

Health certificate

It is essential for the citizens who are benefiting under this scheme that their health is fully recovered. For this, after conducting his health checkup, he will also have to submit his proof.

Self-attested certificate

Under this scheme, senior citizens who have not availed any such scheme before will get benefits. For this, the applicant has to submit a self-attested certificate.

Application Procedure 

  • Firstly, to apply under this scheme, applicants can go to the online portal, get a printout of the form from there.
  • After this, by filling this form, you will have your nearest MLA or Pilgrimage Committee officer or DO. You can go to the office and submit it.
  • Apart from this, you can fill the form online and attach the documents along with it and also submit the form.
  • After this, you will need to keep your registration number for future process.

Implementation Procedure 

The Delhi government itself will do the entire process of implementation and supervision of this scheme for senior citizens. Notification of preparation and selection of eligible senior citizens selected from the respective jurisdiction will be sent to the concerned MP of all domains. Within each chosen jurisdiction, the responsibility of preparing and submitting the list of eligible candidates will be on the interested MP. In this process, once the list of selected citizens is ready, all the citizens will be notified.

Such a scheme has been started in Rajasthan, Uttar Pradesh and Madhya Pradesh for senior citizens of that state. Based on this, now the Delhi government has also taken a big step by bringing this scheme. The opportunity to avail benefits under this scheme will mainly be given to those citizens whose economic condition is not right, and due to this, they are not able to go to these places.

Application Process

A senior citizen wishing to avail the benefit of Mukhyamantri Tirth Yatra Yojana should fill an application either online or through Office of Divisional Commissioner or Office of respective MLA or office of Tirth Yatra Committee. If one of the spouses is selected, his/her life partner can also avail the benefits of this scheme. The application forms of the other spouse will have to be submitted simultaneously. Similarly, if they are escorted by an attendant, the application of the attendant should also be submitted simultaneously.

Selection Process

The collector takes up the responsibility of selecting the pilgrims. Initially, the applications are sorted according to the places. Selections are made through a lottery if applications surpass the desired quota. A 10% quota is also available for the waiting list which is decided later.

If the selected applicants desire to gain any other advantages during the journey than prescribed by the Government, they will have to make payment for the same. Carrying any inflammable or fascinating jewellery during the journey will be not allowed. The State Government is not responsible for any mishaps during the journey.
