The government's ability to provide essential services such as roads, street lights, and drainage is hampered by unapproved land and building design. The Telangana State (TS) Government launched the Layout and Building Regularisation Scheme, often known as the Telangana LRS/ BRS Scheme, to stop unauthorised layouts from operating. This initiative was originally announced by the government, however, it has not proven to be as successful as anticipated. The government, on the other hand, has just relaunched Telangana LRS/ BRS Scheme 2021 with tight measures to oversee errant constructions.
What is Telangana LRS/BRS scheme 2021?
- The restrictions will apply to all existing unused plot subdivisions, existing unused layouts or undertakings, where the plots have been sold through a recorded sale deed, and where the layouts have been created without authority, according to the Telangana LRS / BRS Scheme 2021. Registered deeds are used to sell at least 10% of the plots. After the cut-off date of August 26 this year, no unlawful or unauthorised plots will be allowed.
Chief Secretary Somesh Kumar issued the order, stating that there were numerous unauthorised and unlawful ones imposing additional burden on local governments due to infrastructure issues. The administration has previously decided that plots with such an unsuitable or illegal layout would not be registered.
Regularisation Charges
The regulation charges according to Telangana LRS/ BRS Scheme 2021 are as follows:-
Values of less than Rs 3,000 per square yard shall be discounted by 20% for sub-registrars.
30 % between Rs 3,001 and Rs 5,000
40 percent between Rs 5,001 and Rs 10,000
50 percent of Rs 10,001 and Rs 20,000
60 percent between Rs 20,001 and Rs 30,000
80 percent between Rs 30,001 and Rs 50,000
Sub-registrar value will be 100 percent above Rs 50,000 per square yard.
If 10% open space is not available in the unapproved plan, pro-rata open space costs 14% of the plot value prevailing on the date of registration of the plot, rather than the prevailing rate on August 26, 2020, will be levied.
The NALA cost is included in the LRS regularisation charges (for the conversion of agricultural to non-agricultural land use)
LRS applicants are not required to pay a separate NALA fee.
Mandatory Rules
All those who have applied for the Telangana LRS/ BRS Scheme 2021 have to follow these mandatory rules carefully.
All applicants for the new programme must adhere to all of the criteria, which include a minimum road width of nine metres.
The road width may be six metres in the case of narrower section layouts or plots of less than 100 square metres.
If the required road width is not available, the required depth for widening on both sides will be insisted upon, and water bodies will be kept in the layout.
The regularisation measure does not apply to plots or layouts resulting from the implementation of land ceiling legislation, land disputes or title claims, boundary conflicts, and so on.
Prior clearance from the district collector will be required in the case of allotted lands.
Even if only a few plot holders apply for regularisation in an unapproved layout, the competent authority will approve the layout pattern.
Only copies of the selling deed/title deed should be submitted by the petitioner.
The selling agreement or general power of attorney should not be used as evidence.
There will be no layout/development allowed in the beds of any water bodies, as well as at the full tank level (FTL) of any lake, pond, ‘Kunta', or ‘Shikam' lands.
Water bodies and courses shall be preserved as a recreational/green buffer zone, with no layout development activity other than recreational allowed within the zone.

9 metres from the lake's edge / ‘kuntas/shikam' lands with a total size of fewer than 10 hectares
9 metres from a canal, 'vague', and other defined limits, and two metres from the defined boundary of the ‘Nala' or stormwater drain.
Telangana LRS/BRS scheme 2021 Application Procedure
Please follow the method outlined below to apply for Telangana LRS/BRS scheme 2021:-
To begin, go to the Telangana LRS scheme's official website https://lrs.telangana.gov.in/.
You will be directed to the scheme's home page.
On the home page, select the Apply For LRS option.
On your screen, a new page will appear.
There will be two options displayed on your screen:

Choose your preferred option.
Please enter your phone number.
Select Generate OTP from the drop-down menu.
A one-time password (OTP) will be sent to your phone.
Please enter your OTP.
Select Validate OTP from the drop-down menu.
On your screen, the registration form will appear.
Fill in all of the information.
Proceed to the payment page.
You can use the ICICI Bank payment gateway to make your payment.
Finally, you must submit several documents.

In the case of unsold plots, a self-attested copy of the first page of the registered selling deed/title deed.
The layout owner is required to keep copies of sale deeds for at least 10% of the total plots.
Submit the form.

Telangana residents can use the online system to check the LRS and BRS status of their applications. Those who have applied for LRS or BRS in the state can verify the progress of their application by completing the steps below:-
First and foremost, you must visit the LRS and BRS official websites telanganalrsbrs.in. The website's home page will then appear in front of you.
You must first go to the website's home page and select the option "Know Your Application Status" from the navigation bar. The next page will then appear in front of you.
On this screen, you must provide the requested information, such as whether you are an Indian or an NRI, as well as your mobile number, and then click the generated OTP button.
Following that, an OTP will be sent to the mobile number provided.
Now you must input this OTP in the appropriate location and click the Validate button. The next page will then appear in front of you.
Enter the application ID/transaction ID/mobile number/email ID into the search box on the details page and press the search button. Following that, the next page will appear in front of you.
