What do You Mean by Parivar Pehchan Patra?

The Haryana government has launched a unique identification card called Parivar Pehchan Patra (PPP) through which it aims to monitor each family and track their movements. Under this project, every person in the state will be allotted an 8 digit number that they can use as proof of identity or with other resources like banks for services such as banking transactions. Is PPP Mandatory for all the Harayana Citizens?

Social security schemes are a very important part of the government's social welfare program. All families in need, whether they be laborers or professionals with more than 4 dependents must register on Parivar Pehchan Patra portal to avail these benefits which include free medical care and old age provisions for BLIs above 65 years of age.

States like Telangana, Karnataka & Andhra Pradesh are considering to implement a similar project like this.

The Additional Principal Secretary to Chief Minister V Umashankar said: “The PPP, mathematically, is an integral number of Aadhaar. While Aadhaar represents an individual as a unit, a PPP represents a family as a unit. Most of our government schemes are structured around the family. It is not structured around an individual. For example, ration eligibility is there for the family but the family can split it into various members as long as they are above 18 years and say they are separating entitlements for all individuals.”

How is it Different from the Aadhar Card?

The PPP, mathematically speaking is the integral number of the Aadhaar Card. While representing an individual as a unit or person. The family ID Haryana doesn't apply to just any family but rather those who share their lives and resources with each other in such a manner as if they were one single entity. For example: welfare schemes are often structured around families since most governments want people receiving assistance from various sources on behalf of his/her dependents and not individuals alone!

What is the Basic Logic Behind the Introduction of Such Schemes?

One of the Haryana government's official said that there is a Union Indian Government’s Aadhaar card which contains individual details but does not cater to the entire family as a unit. He also said that,”In certain circumstances, it may not be possible for a state government to keep track of all the families residing in the state. Although the ration card system is there, it is not updated and does not contain adequate family records. With the PPP, it will be easier for the state government to maintain a complete database of all the state dwellers”
