Overview

Like swimming and riding a bicycle, knowing how to drive a motor vehicle has also become a life skill these days. The Motor Vehicle Act of 1988 states that a citizen cannot drive a motor vehicle on a public road without holding a valid driving licence. A Learner's Licence is a document issued by the respective state Regional Transport Office (RTO) and Regional Transport Authority (RTO) and acts as a provisional & restricted Licence. One must be familiar with road sense and rules to get a Learner's licence. 
  • In India, Learner's licence is issued to the candidate after he passes a written or online test that will test his knowledge of road rules. Your written exam will consist of a few learning licence test questions. Anyone above the age of 16 years can take this drivers licence test either online or offline at the nearest Regional Transport Office (RTO).

How Many Questions are Asked in the RTO Exam?

  • The RTO exam questions follow a Multiple Choice Question (MCQ) format. A total of 15 questions for the driving licence test are asked, out of which you need to answer 9 questions correctly in order to clear the driver’s licence test successfully.

Things to know about Test Procedure for LL in India

All Learner's License applicants will be required to take either an online test or a written test that will check the applicant's knowledge of road rules and safety signals. You will have to pass the test successfully to get your Learner's License. Here are some of the important points regarding the Learner's License test.

  • Be present at the test venue at least half an hour before the designated time.

  • Enquire at the RTO about the Learner's License test. Most of the RTOs hand over a printed notice containing the important points like road signals and rules which will be tested.

  • If you have applied for a Learner's Licence test online, you will have to submit the confirmation slip at the designated counter and make the payment before you can take the test.

  • Generally, you will have to answer multiple-choice questions either online or on paper. You will get a certain number of answers correctly to get your Learner's License. In case you fail the test, you will be allowed to retake the test after a week's time.

  • Also, you can apply for a Driving Licence 30 days after the issue date of the Learner's Licence. The application for a permanent Driving Licence must be filed within 180 days of the issue date of the Learner's Licence.

Application Fee for Learner's Licence

If you are residing in other cities, you can submit the rental agreement with a copy of a recent utility bill like electricity bill or gas bill as current address proof.

  • At least six copies of passport size photographs

  • Medical Certificate - Form 1 A and 1 which is to be signed by a certified Government doctor (if applicable).

  • Completely filled application form. (You can download the form from the state RTO portal or you can procure the form from the nearest RTO office)

Step 1: Google to find the transport department's website for your state or the RTO website https://www.transport.telangana.gov.in/. See if the website has the online Learner's licence application facility.

Step 2: If the state transport department offers the facility to file a Learner's licence application online, read the instructions carefully on how to do it. Generally, you will be asked to fill up information like father's name, district, postal code, Aadhaar card number and locality. Also, you will be required to upload documents like age proof and address proof online before you submit the form.

Step 3: Also, for Learner's licence applications, some state RTOs offer the feature where you can select the Learner's licence test slot. You will also be able to make a payment towards the Learner's licence application & test online or you will get a receipt in the mail which you will have to present at the test venue.

Step 4: In some websites, you will be able to download the application which you will have to later present at the RTO before taking the test. Remember, you must also submit other documents in original at the RTO before taking the test.

How to Apply for a Learner's Licence in RTO or Offline in India?

If you are not familiar with the process of filing an online application for a Learner's licence or if your state Transport Department does not offer the online Learner's licence application facility, you can easily apply for a Learner's licence directly at the RTO office. Read the steps given below to understand how to apply for a Learner's licence at the RTO.

Step 1: You will have to obtain either Form 2 which is for the application of Learner's licence with passport photographs or Form 3 which is for Learner's licence application with photographs. These forms can be downloaded online or can be directly procured from the RTO office.

Step 2: Fill the application form completely and attach photographs wherever necessary. Attach age proof and address proof documents. Visit the RTO for your locality and submit the application form. Also, schedule a Learner's licence test by choosing a slot.

Step 3: Be present at the Learner's licence test facility on the date and time that you have chosen. Once you pass the test, the Learner's licence will be sent to the registered address or will be directly offered on the spot depending on the RTO.
