Overview

In the state of Telangana, the MLC election candidates are nominated along with the parliament and assembly elections. The MLC elections are quite different as compared to the regular parliament and assembly elections in terms of the process. Before we go ahead and understand the MLC application form, it is important to know what exactly is MLC voter registration all about. For such a type of election, voters are the citizens who have finished three years of graduation. The graduates can apply online for the MLC voter registration. For this, they need to fill-up the form 18 of the election commission of the state.

What is the election all about?

In the Karnataka Legislative Council out of 75 members, seven members are elected from the graduate constitutions. The graduate constituency is the one where only graduates from the well-recognized Indian university are entitled to vote. Bangalore is one such place. The election is held once every six years. Each graduate from the Indian university can register as a graduate voter. This is a completely different voting list as compared to that of the regular voter list which is used for BBMP, MLA, and MP elections. 

Who is an MLC?

Their functions are the same as that of the Rajya Sabha members and are expected to help the government make the regulations and always depending on their experience and knowledge. Out of 75 MLCs, the 25 seats are chosen by the Legislative Assembly, 11 by Governor, 25 by local authorities, and seven each are elected from constituency of graduates’ and teachers’

The MLC application online is available on the official website with an easy process. The MLCs have the authority to raise a question to ministers, raise the debate and even adjourn the motions. They can be chosen as ministers too. The legislative council can introduce the ordinary bills and not the money bills associated with spending and taxation. The money bills can originate in the assembly itself. 

Once the ordinary bill is in the council from the assembly, the council can then advance necessary amendments and further send it again to the assembly. It has the right to delay the bill passing for 4 months after which the assembly gets the whole right to take the final decision. In case of the money bills, the council can advise the changes within 14 days to remove them. However, the assembly can go ahead with or without accepting the suggestions. The MLC has the right to access the Local Area Development Fund of Rs 1.5 crore.

What documents are required?

  • Copy of your degree certificate self-attested if you are personally submitting it.

  • Name, Surname

  • Date of entry into the service, date of retirement.

  • Scanned copy of service certificate.

  • Date of Birth

  • The Electoral Registration Officer Teacher’s Constituency Name

  • Relation Name

  • Complete house address

  • Dates of engaged in teaching for the total period of more than three

  • Details of AC & EPIC, If the applicant’s name is included

  • A copy of your Address Proof (Passport, Driving License, Ration Card, BSNL Telephone Bill, Electricity Bill, or any other generally accepted document)

Where to submit the registration forms?

The completed Mlc graduate application form needs to be submitted to the designated officer. These 39 officers are designated for the whole constituency. Of them, 21 are the Revenue Officers from BBMP whole others are the Tahsildars and Deputy Commissioners of Urban district/BBMP

Documents needed

Once you have your Mlc application id and are all set to submit the form, you must carry certain documents along with you. This includes:

  • A copy of the registration card issued by the University authenticates them as registered graduates.

  • Original degree certificate or mark sheet as proof while submitting the form.

  • If the original certificate is not available, you can submit

  • An affidavit from the applicant supported by a certificate from the head of department/principal of the college or Registrar of the university under which he studied

  • A copy of the degree certificate or mark sheet attested by Tahsildars/Principals of Govt degree colleges or inter colleges/ Joint Block Development officers/ Gazetted Executive Officers of BBMP.

  • A copy of a relevant entry in the role of registered medical practitioners/advocates/chartered accountants/engineers etc can also be submitted.

Voter Registration Eligibility

 To be a part of it, the applicant must fit in the eligibility criteria that have been set. This includes:

  • Graduated applicants who qualified former are also eligible.

  • Applicants must be a resident of a local constituency.

  • The applicant must have completed graduation in 2017 are eligible.

  • The applicant must be a qualified prior three-year graduate by 1st November 2020

The credit for the same goes to the Andhra Pradesh state government who is now accepting the online applications for the MLC voting.   • Information regarding the graduation year, University name, and upload all the supporting documents of certificates and photos.

  • Once all documents are uploaded, select the option of “my name has been included in the electoral roll for this or any other constituency.”

  • Finally, select the district and constituency, mobile number, email ID, check the details, and click on the submit option.

  • After that a new application form is open and you need to fill this form.

  • Upload your recent photograph on the form right side.

  • Then press the translate button and your text will be translated to Telugu.
